During inspection from March 18 - April 22, 1985, and in accordance with the NRC
Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
10 CFR 50, Appendix B, Criterion V and the Northeast Nuclear Energy Company
Startup Test Manual require that activities affecting quality be accomplished
in accordance with appropriate procedures.

Contrary-to the above, on March 20, 1985, an activity affecting quality was
not accomplished in accordance with appropriate procedures in that testing
-
and flushing activities resulted in flooding in a part of the Engineered
Safety Features Equipment building.
.This-is a Severity Level IV Violation (Supplement II).
Pursuant to 10 CFR 2.201, Northeast Nuclear Energy' Company is required to submit
to this office, within thirty days of the date of the letter _ transmitting this
Notice, a written reply including:
(1) corrective steps taken and results achieved;
(2) corrective steps to be taken; and (3) the date when full compliance will be
achieved. Where good cause is shown, consideration will be given to extending this
response time.
The responses directed by this letter and the accompanying Notice are not subject
to the clearance' procedures of the Office cf Management and Budget otherwise re-
quired by the Paperwork Reduction Act of 1980, PL 96-511.
