SUBJECT:

IGSCC IN STAINLESS STEEL PIPING AT JAMES A. FITZPATRICK NUCLEAR PLANT Your submittals of April 26, May 3, and May 9,1985 informed us that a total of 38 welds in the reactor coolant system piping were ultrasonically inspected during the current outage. The data showed that no significant growth has occurred during three months of plant operation in the previously identified cracks in six welds. Those welds did not require repair because the cracks are short and shallow. The inspection identifiec one cracked end-cap weld which was subsequently repaired by weld overlay.

We have reviewed the information you provided and find that the inspection and repairs performed meet the guidelines in our generic Letter 84-11.

We have also concluded that the six unrepaired welds will not compromise the integrity of the reactor coolant pressure boundary and that the FitzPatrick Plant can be safely operated for at least one additional fuel cycle.  ;

The Safety Evaluation which provides the basis for the above conclusions will be transmitted under separate cover.

Because of uncertainties about the longer term behavior of the piping, we request that your plans for inspection and/or modification of the reactor coolant pressure boundary piping systems during the next refueling outage be submitted for our review at least three months prior to start of the outage.
