1.0 PURPOSE The purpose of this procedure is to provide station personnel instructions for the turnover and control of systems, structures and outside areas for Termination Survey.

2.0 RESPONSIBILITY The Termination Survey Section llead is responsible for the Administrative control of this procedure.

Station personnel are responsible for their conoact of actions taken under programs and procedures referenced in this procedure.

3.1 The term turnover, as used in this procedure is the acknowledgement of all f

involved decommissioning project sections and station personnel that a system, structure or outside area satisfies the conditions identified in Section 5.0, C'~3

Prerequisites, and can be released to the Termination Survey Section for final Termination Survey.

3.2 The term control, as used 1.n this procedure, is the application of existing station programs and procedures to systems, structures and outside area survey units to permit the Termination Survey Section to perform the Termination Survey and to minimize the potential of the survey unit becoming contaminated following the Termination Survey.

3.3 The outside areas, buildings, structures and plant systems of this site have been divided into manageable units called survey units.

Survey units are established in accordance with the Survey Unit Classification Description Procedure, SP 67X001.08, Reference 11.10.

3.4 This procedure provides guidance for necessary control of systems, structures or outside areas to be readied for termination survey.

3.5 Turnover of a system, structure or outside area survey unit for termination survey shall be documented and controlled using existing station programs and procedures.

3.6 A system, structure, or outside area cannot be surveyed for final termination unless it is properly prepared following all work activities that could possibly introduce radiological contamination.

3.8 Many factors affect the readiness of a system, structure or outside area for turnover and control to the Termination Survey Section for the termination survey.

Some factors of concern are, the status of systems, cleanliness of structures and outside areas, equipment removal and storage prior to and following the termination survey, 3.9 Consideration must be given to how decommissioning work activities in adjacent areas will impact the area being prepared for turnover.

3.10 System boundary control will be established using SP 12X011.01, Station Equipment Clearance Permits (SECPs), Reference 11.3.

This procedure shall be used, as necessary, to establish valve positions for boundary and cross contamination control and for de energizing components, as required, for the performance of surveys.

3.11 Structural and outside area control will be established using SP 61X010.03, Health Physics Postings and Signs, Reference 11.6.

This procedure shall be used, as necessary, to control access to structural or outside areas prior to and following the perf ormance of surveys.

4.0 PRECAUTIONS 4.1 Proper planning for a system and/or area turnover will ensure the survey

results remain credible following the final termination survey and will minimize any remediation or re-survey of a clean system and/or area.

4.2 Operational health physics surveys of systems and/or areas being considered for turnover should be pericrmed when all decommissioning work is complete, tools removed and the systems and/or areas can be isolated to reduce the potential for contamination of the system and/or areas following the radiological surveys.

5.0 PREREQUISITES 5.1 All decommissioning work on a system or in an area shall be completed prior to turnover.

5.2 The number and type of personnel required to perform this procedure is dependent upon the scope of the system and/or area being prepared for turnover and should be determined during the pre-planning for the turnover.

5.3 Normal plant communications i t. required for the performance of this procedure.

5.4 All planned physical work on a system or structure, other than routine surveillance or maintenance is complete.

5.5 All non-permanent tools, equipment and material in an area are removed from the area to be turned over, 5.6 llousekeeping and area clean-up is completed in areas to be turned over.

5.7 Decontamination of affected structural areas is completed.

5.8 Decontamination of any system residual components is completed.

5.9 Scaffolding needed for termination survey is documented radiologically clean and left in place.

6.0 LIMITATIONS AND ACTIONS 6.1 If operational health physics radiological surveys indicate the presence of contamination or radioactivity in a system. structure or outside area in excess of Reg. Guide 1.86, then the affected area or item will be decontaminated or removed.

6.2 If during a termination survey it is determined remediation of a survey unit is required, control of the survey unit for remediation shall be accomplished using Maintenance Work Requests, SP12X013.01, Reference 11.4.

7.0 MATERIAL AND/OR TEST EQUJPMENT 7.1 Appropriate radiological survey instrumentation as required to ensure the radiological acceptance of the system or area being surveyed.

8,0 TURNOVER AND CONTi<01. OF SURVEY UNITS 8.1 Survey units, as classified and described in SP67X001.08, Survey Unit I

Classification Description, Reference 11.10 shall be used by the Work Planning and Scheduling Section to schedule and status the Termination Survey Program.

8.2 The Work Planning and Scheduling Section shall publish and maintain current the termination survey status of each survey unit placed on the Work Planning Schedule.

This shall be accomplished at the daily Work Planning and Scheduling meeting, as required by the responsible section personnel completing Appendix 12.1, Termination Survey Unit Status Form.

.1 The Contracted Maintenance Section shall sign Appendix 12.1 when support work required to prepare a survey unit for termination is complete.

.2 The Maintenance Section shall sign Appendix 12.1 acknowledging no near term maintenance or 16C (e.g.

P.M.'s, surveillances) work is scheduled or required on the survey unit being prepared for Termination Survey.

.3 The Operations Section shall sign Appendix 12.1 acknowicJging the survey unit is being prepared for Termination Survey.

4 The Operational Health Physics Section shall sign Appendix 12.1 when operational health physics radiological surveys are completed and submitted to the Termination Survey Section.

.5 The Decommissioning Department Designee shall sign Appendix 12.1 when decommissioning activities in the area of the survey unit to be terminated is complete

.6 The Termination Survey section shall sign Appendix 12.1 acknowledging

the readiness for Termination Survey of the survey unit.

The date for starting the Termination Survey will be completed.

.7 Appendix 12.1 shall be rafntained by the Work Planning and Scheduling Section to status the start of the Termination Survey of a survey unit.

.8 If any of the requirements for signature are not required to begin the Termination Survey of a survey unit, then the section will be N/A.

8.3 Survey unit turnover and control is accomplished using any or all of the approved station procedures.
