(GPUN) for Oyster Creek Nuclear Generating Station (0yster Creek) to cancel the commitment on five control room human engineering discrepancies (HEDs 6-7, 6-8, 6-9, 6-12, and 6-13).

GPUN indicated that all of the five HEDa were Category C, which include deficiencies that are unlikely to irreversibly affect operator performance under any condition. GPUN also noted that in no case is a Category C deficiency likely to affect plant safety. The staff reviewed GPUN's justification for cancelling each of the subject HEDs and the results of the staff review are discussed below.

HED 6-7 notes that personnel who request equipment tagging may interfere with operator's visic. oi t% control board. The licensce indicated that this concern has been eliminated by controlling tagging at a location behind the control room operator's desk. Thus, the control room operator's ability to see the control board panels is currently not obstructed by technicians or equipment operators who request equipment tagging. This explanation and action taken are acceptable for resolving HED 6-7.

HED 6-8 points out that the current office location does not allow the shift supervisor to directly view the front panels of the control room. The licensee indicated that the shift supervisor has direct auditory contact with the control room annunciator alarms and that if abnormal conditions were observed by a control room operator (CRO), the CR0 would immediately notify the shift supervisor. Further, the licensee pointed out that the proposed relocation of the shift supervisor's office would eliminate direct auditory contact (i.e., because of a new wall) and impede access (i.e., because of a security door) to the control room in an emergency. This explanation is acceptable for resolving HED 6-8.

HEDs 6-9, 6-12, and 6-13 concern the inability of the shift supervisor to effectively control the number of people in the control room given the location of his office. The licensee explained that this concern is presently addressed by procedures and practices that have been implemented at Oyster Creek, f$22gggy % _

Specifically, the licensee noted: (1) vital access controls limit and control '

access to the control room; (2) Station Procedure 106, " Conduct of Operations," specifies unacceptable personnel conduct in the control room (e.g., interference with the control room operator's ability to monitor the plant); (3) during the 13R outage, switching and tagging was done in the Outage Coordination Center, and will continue to be the practice in future outages; and (4) an additional day shift senior reactor operator, whose office is outside the control room, performs administrative duties in support of the shift supervisor, which reduces traffic in the control room. This information and action taken are acceptable for resolving HEDs 6-9, 6-12, and 6-13.

On the basis of the results of the staff review, the staff finds that the licensee's justification to resolve or cancel-the corrective action commitments to the five HEDs is acceptable. The staff, therefore, considers the HEDs (Nos. 6-7, 6-8, 6-9, 6-12, and 6-13) closed. <
