REVISION TO THE INSERVICE TESTING PROGRAM RELIEF REQUEST EN-02 FOR 3
j UNION ELECTRIC COMPANY, CALLAWAY PLANT, UNIT 1 (TAC NO. M95475) j
Dear Mr. Schnell:
l By letter dated August 22, 1996, Union Electric Company transmitted a revision to the Callaway inservice testing program. The Code requires that check valves 4
l be full stroke exercised (open and closed) every 3 months.
Relief Request EN-02 now relies on disassembly and inspection to verify both opening and i
closing of the refueling water storage tank to containment spray pump check j
valves. There are no means to verify the valve discs move from closed to opened to closed (i.e., full valve stroke in both directions) other than by a
t disassembly and inspection of the valves. Generic Letter (GL) 89-04, Position 2, indicates that a disassembly and inspection sampling r gram for similar i
check valves is an acceptable alternative when exercisin y other means is impractical. The NRC's safety evaluation dated June 2, 9 5, noted that the i
relief request complied with GL 89-04, Position 2, for full-stroke i
verification by disassembly and inspection and, therefore, based on the i
impracticality of performing _ exercising by any other means due to design limitations, the alternative (i.e., disassembly and inspection sampling program) was accepted and relief was granted pursuant to 10 CFR 50.55a(f)(6)(i).- GL 89-04, Position 2, does not restrict the use of the alternative to verification of opening only, but rather may be used for a complete full stroke in both directions (i.e., opening and closing).
Therefore, the, revised relief request is granted on the same basis of impracticality pursuant to 10 CFR 50.55a(f)(6)(1). The burden on the licensee l
if the Code requirements were imposed has been considered.
