e ENCLOSURE 1 RESPONSE TO ITEM 2 VIOLATION 395/85-21-01 1.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina Electric and Gas Company (SCE&G) is in agreement with the alleged violation.
II.
REASON FOR THE VIOLATION On May 3, 1985 a p r ev e n t iv e maintenance task was performed on the station's safety related battery power supply per Electrical Maintenance Procedure (EMP-115.0ll) " Battery Inspection."
The NRC re s id en t inspector observed the performance of th is procedure and id e n t i fied a f ailur e on the part of the electrical technician to accurately record the battery electrolyte levels per the procedural requirements.
The electrolyte level data is used to p r ov id e correction factors for electrolyte specific g r av i t y.
The f ailu r e to accurately record the data was identified as a violation f ailure to adequately implement EMP-115.011.
This f a i lu r e was a t t r ib u t e d to personnel error.
III.
CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED Upon id e n t i f ic a t io n of this failure by the inspector, the Licensee took action to accurately measure the battery electrolyte leve ls and p r ov id e the corrected specific gravity information.
Ev a lu a t ion of test results u s in g the corrected specific gravity data indicated that the acceptance criteria of EMP-115.011 was met.
IV.
CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION The Licensee has taken the following c o r r e c t iv e action to av o id further violation.
Procedure adherence was re e mph as i ze d to electrical maintenance personnel in their weekly safety meeting following the event.
In addition, scales h av e been added to each battery cell to facilitate the accurate recording of electrolyte lev e ls for surveillance and preventive maintenance testing.

g ENCLOSURE 1 RESPONSE TO ITEM 1 VIOLATION 395/85-21-02 I.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina Electric and Gas Company (SCE&G) is in agreement with the alleged violation.
II.
REASON FOR THE VIOLATION on May 8, 1985 at approximately 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br />, surveillance testing of the emergency diesel generators (D/G) resulted in both D/G's being declared in ope r ab le at the same time.
In accordance with the Licensee's Radiation Emergency Plan (REP),
this condition requires the declaration of a Notification of Unusual Event (NUE) if both D/G's are inoperable for greater than one hour.
The duty plant personnel did not recognize this condition as one requiring implementation of the Emergency Plan.
However, the NUE was declared at 0520 hou r s on May 9, 1985 upon recognition that the event required Emergency Plan implementation.
The inspector id en t if ied this event as a violation for failure to ad equa t e ly implement the REP in a timely manner.
This f ailure was a t t r ib u t ed to personnel error.
III.
CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED Upon recognition that the event required Emergency Plan implementation, a NUE was declared and the appropriate notifications were made.
One D/G was returned to operable s tatu s at 1330 hours0.0154 days <br />0.369 hours <br />0.0022 weeks <br />5.06065e-4 months <br /> on May 9, 1985 and the NUE was terminated.
IV.
CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION The Licensee has taken the following c o r r e c t iv e action to av o id further violation.
The event was discussed with the Shift Supervisors inv o lv e d, s t res s ing the importance o f timely evaluation of events with respect to Emergency Plan implementation requiremente.
In addition, the c irc u ms t anc e s of this event were addressed in the Weekly Supervisors Meeting for the Operations Group on May 9, 1985 and in a special meeting with plant management personnel on June 11, 1985.
