Byron 1 - Environmental Effects of High En3rgy Line Breaks Your letter of May 17, 1985, provides justification for continued operation of Byron 1 in light of revised predicted environmental parameters resulting from certain high energy lines breaks. High energy line breaks in the Steam Generator Blowdown System and the Auxiliary Steam System have been found to have a potentially greater effect on environmental conditions than originally predicted.

Permanent modifications to automatically isolate the break, and keep environ-mental conditions within the predicted range, will be completed by August 31, 1985. Until then, you have comitted to post personnel at locations so that breaks could be promptly detected and terminated manually before environmental conditions have exceeded predicted values. We understand that you may install temporary temperature detectors in strategic locations to elfminate the need to post personnel at similar locations.

We conclude that the interim measures, either posting personnal or using temper-ature detectors, are adequate to detect and isolate the break:; before the environmental conditions exceed predicted values. These interim measures are adequate until August 31, 1985, when the permanent modifications will be completed.

Provide the details of the permanent modifications are soon as they are available.
