SUBJECT:
PROPOSED NEW 10 CFR PART 39 FOR WELL-LOGGING OPERATIONS (SECY-85-11)
We have studied the Notice of Proposed Rulemaking (Enclosure 1 of SECY-85-11) and the accompanying drafts of a transmittal letter to the Congress, a public announcement, the regulatory analysis, and environmental assessment. Because
{
the ' proposed rule incorporates requirements similar to those set forth in Part W of the " Suggested State Regulations for Control of Regulations"--which has been adopted by a number of Agreement States--it should be acceptable to the States and well-logging companies, as well as to those who supply radioactive materials and sources for well-logging operations.
The proposed rule should improve the safety of well-logging operations and provide for l
more effective and consistent regulation.
Although we have some specific l
suggestions for consideration by Staff during the review cycle following publication, we recommend you approve issuance of the Notice of Proposed Rulemaking.
