A draft proposed rule and a draft regulatory analysis on Part 39 were sent to Division Directors and Regional Administrators for review and comment. Comments were received from 8 HQ's Divisions, 4 Regional Offices (one Region has no comment), and from 7 Agreement States (5 written and 2 verbal comments).

Attached List 2 SEP 181984 All coments were addressed and appropriate coments were incorporated into the revised proposed rule. The responses to coments are enclosed (Enclosure 2) for your information. If you have any coments on the responses, please contact A. N. Tse (443-7902).
We plan to forward the proposed rule to Mr. Dircks for signature early October, and to Federal Register for publication before the end of October 1984.
