Minnesota 55401 Tewohone (612) 330 5500 June 26, 1985 Director Office of Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 Prairie Island Nuclear Generating Plant Docket Nos. 50-282 License Nos. DPR-42 50-306 DPR-60 NUREG-0737, Supplement 1.

Implementation Schedule Updated Status on Computer Software Development Delays The purpose of this letter is to provide, for the information of the NRC Staff, an updated status report related to implementation of the Safety Parameter Display System (SPDS) at the Prairie Island Nuclear Generating Plant.

In our letter dated November 29, 1984 we briefly described software development problems our vendor is having and provided our commitment to update this information prior to June 30, 1985.

During a visit to the plant on June 20, 1985 we had an opportunity to discuss with our Project Manager in the Division of Licensing the continued difficulties with our vendor's software development.

We are working with the vendor to expedite their work.

Northern States Power Company is monitoring and applying pressure to ensure that the vendor's performance and schedule does not slip futher.

In addition, we have embarked on a project to define a subsystem of the compi*er upgrade project that will meet the requirements for the SPSS.

This subsystem should allow expedited software develop-ment and installation.

Planning and scheduling for these expedited efforts are ongoing at this time.

In our letters of January 18, 1985 and June 6, 1985 we provided additional commitments to install new instrumentation to implement the requriements of Regulatory Guide 1.97, Revision 2.

These instruments are in addition to the modifications described in our submittal of September 15, 1983 upon which the current Regulatory Guide 1.97 implementation schedule is based.

In addition, many of the Regulatory Guide 1.97 instruments will utilize the hardware and software being developed for the computer upgrade project.

The current completion schedule specified in the NRC Order Confir-ming Licensee Commitments on Emergency Response Capability dated June 12, 1984 (as revised on March 11, 1985) for both the SPDS and Regulatory Guide 1.97 modifications is three months after startup for Cycle 11 for Unit No. 1 (approximately August, 1986) and 3

four months after startup for Cycle 10 fo,r Unit No. 2 (approxi-mately February, 1986).

We will submit, by October 26, 1985, a request for an extension in these dates and provide a detailed basis for the requested extension.

The NRC Order establishing these Division of Licensing approval of schedule dates permits Director, changes if good cause is shown.
