Gentlemen:

SUBJECT: REPORT NO. 50-302/85-22

On April 29 - May 1,1985, NRC inspected activities authorized by NRC Operating

License No. DPR-72 for your Crystal River facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

Within the scope of the inspection, no violations or deviations were identified.

Your attention is invited to an unresolved item identified in the inspection

report. These matters will be pursued during future inspections.

Our Confirmation of Action letter dated January 29, 1985, to Florida Power

Corporation (FPC) documented FPC's commitment to recertify the operator and

senior operator candidates who were examined by the NRC in December 1984 and

successfully passed their examination. By letter of April 4,1985, FPC stated to

the NRC that the recertification was complete and that the resulting documenta-

tion was available for review. This inspection report contains the results of

our review of the recertification documentation. As a result of our inspection,

we found your recertification process to be inadequate in that the training

records do not indicate that the candidates successfully completed all of the

required training. We are concerned that your management control system

permitted these occurrences. Consequently, we request that you reply to this

letter to explain how this occurred and describe in particular those actions

taken or planned to prevent recurrence.
