Gentlemen:

SUBJECT: REPORT NOS. 50-327/85-20 AND 50-328/85-20 t

On May 20-24, 1985, NRC inspected activities authorized by NRC Operating License i

Nos. DPR-77 and DPR-79 for your Sequoyah facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff  ;

identified in the enclosed inspection report.  !

Areas examined during the inspection are identified in the report. Within these l

areas, the inspection consisted of selective examinations of procedures and t

representative records, interviews with personnel, and observation of activities  !

in progress. ,

The inspection findings indicate that certain activities violated NRC require- 1

ments. The violations, references to pertinent requirements, and elements to be '

included in your response are presented in the enclosed Notice of Violation.  !

i

The violation described in Item 3 in the enclosed Notice is similar to a

violation contained in a Notice of Violation sent to you with our letter dated i

September 17, 1984. Since "similar violations", as described in the NRC Enforce- f

ment Policy, are of significant concern to the NRC, in your response, please give f

particular attention to the identification and remedy of the root cause of the '

violation so that its recurrence may be precluded.

'

The responses directed by this letter and the enclosures are not subject to the

!

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, i

Code of Federal Regulations, a copy of t'11s letter and its enclosures will be

placed in the NRC's Public Document Room.
