SUBJECT:

REGION I EVALUATION OF INDUSTRY SUCCESS IN ACHIEVING ALARA - INTEGRATED RADIATION PROTECTION PROGRAMS AT POWER REACTORS The Region I staff has performed the specific ALARA-related radiation program evaluations that were requested in the memorandum of Hugh Thompson, Director, Division of Licensing to R. W. Starostecki, Director of Reactor Projects, Region I dated May 8,1985.

The results of the evaluations are contained in enclosure I.

For purposes of the evaluations, each facility was matched with the radiation specialist inspector (s) from the BWR or PWR Radiological Protection Section that is (are) most knowledgeable in that facility's radiation protection program. The cognizant inspector (s) then completed

.the appraisal summary sheets for the appropriate facility for. Criterion 6 and Criterion 10 based upon current and past knowledge gained through previously performed inspections. The resident inspectors then reviewed the appraisals. -The resident inspectors generally agreed with the Radiological Protection Sections' appraisals with slightly more favorable assessments in certain instances.

In the event of differing opinions as to the appropriate rating, both are listed.

In the event of a multiple unit site operated by one licensee (e.g.,

Calvert Cliffs I and II) only one evaluation was performed and is deemed applicable to both units.

There were ten facilities (listed in enclosure II) in Region I that were not included in the review process because either they were not operational or operational for a short period of time.

The results indicate that for both categories evaluated, most of the licensees are generally performing satisfactorily.

While several facilities are rated as excellent there are facilities that are in need of improvement in their ALARA programs.
