-ENCLOSURE 1 RESPONSE TO NOTICE OF-VIOLATION INSPECTION REPORT 85-19 I.'

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION

' South Carolina Electric and-Gas Company (SCE&G) is in agreement with-the alleged violation.

II.

REASON FOR THE VIOLATION The; violation is a t trib ut ed -to inadequate' procedure guidance.

The two (2) examples cited in the violation have been eva lu a t ed, and it has been verified that the f ailure to meet

-the Lower Limit of Detection (LLD) for Xe-138 had no me a su r ab le impact upon gaseous e f fluent projections or instantaneous concentration limitations.

III.

CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED Calculations : and trial runs have been performed on the detectors and cou n t ing geometries used for gaseous releases.

As-a! result of this-~ testing, Health Ph ys ic s Procedure (HPP) 808, " Sample Ana lys is," was revised on June 4, 1985.

The procedure now specifies a maximum time period of 45 minutes between the times of sampling and ana lys is.

The 45 minute limitation will ensure that all LLD's for Technical Specification isotopes are consistently met.

IV.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION The revision to HPP-808 is c on s id e r ed to be adequate correc tive action to pr'even t lfu tur e: violation s.

V.

DATE OF FULL COMPLIANCE SCE&G was in fu ll compliance on June 4, 1985.
