ENCLOSURE 1 NOTICE OF VIOLATION Florida Power Corporation Docket No. 50-302 Crystal River 3 License No. DPR-72 I

The following violation was identified during an inspection conducted on May 13-17, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 Code of Federal Regulations (CFR) Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion V, and Final Safety Analysis Report (FSAR) l Section 1.7.1.5 require that activities affecting quality shall be prescribed by documented instructions, procedures or drawings...and shall be accomplished in accordance with these instructions, procedures or drawings. Welding Procedure Specification (WPS) No. 8/8-TT-022 has been identified as the appropriate WPS for the welding of makeup system welds MU-85-128 and MU-85-129. WPS No. 8/8-TT-022 requires torch shielding gas flow rate of 15 to 25 cubic feet per hour (CFH).

Contrary to the above, activities affecting quality were not accomplished in accordance with documented procedures in that the torch shielding gas flow was 12 CFH for weld MU-85-128 and less than 10 CFH for weld MU-85-129.

This is a Severity Level IV violation (Supplement II).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from pe511c disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
