CLARIFICATION OF AMENDMENT NO. 18, FIRE HYDRANT BARREL INSPECTION FREQUENCY (LICENSING ACTION TAC 56587)

By letter dated December 19, 1984, you requested a clarification of a statement contained in the Fire Protection Safety Evaluation (SE) related to Amendment No. 18 to the Facility Operating License for Beaver Valley Unit No. 1.

The clarification concerned the need to inspect the exterior fire hydrant barrels in both spring and fall seasons as stated in the SE. You asked for relief from this requirement and proposed instead to inspect the hydrant barrels only in the fall. However, based on our review, we have determined that the statement in the SE is accurate and the fire hydrant barrels should be inspected semiannually in the spring and fall. The purpose of these inspections is not only to ascertain that the hydrant barrel is dry, but also to perform routine checks and preventive maintenance.

The National Fire Protection Association Standard (NFPA) No. 24 given as a design standard in Association (AWWA) yourM17, Manual FSAR Chapter 10

- inspected both in the spring and fall and also provides guidance for this type of inspection. Further, it does not require disassembly of the hydrant head (as you indicated in your letter) to perform this inspection, but permits checking the barrel through the nozzle caps.
