/ MAY 171885 Docket Nos.: 50-440 and 50-441 Mr. Murray R. Edelman, Vice President Nuclear Operations Group l The Cleveland Electric Illuminating Company P. O. Box 5000

-Cleveland, Ohio 44101

Dear Mr. Edelman:

Subject:

Need for Clarification of Changes to Chapter 13 of the FSAR 4

in Amendment 18 Regarding the Perry Nuclear Power Plant (Units 1 and 2)

The NRC staff has reviewed changes in Chapter 13 of the Perry FSAR included in Amendment 18 submitted by your letter dated April 10, 1985, and has identified the need for the following clarification:

(1) Page 13.1-12, Paragraph 13.1.2.2.1 - The next to last sentence identifies a " Manager, PPID." What is PPID?

(2) Page 13.1-19, Paragraph 3 - The phrase, "Except for the Shift Supervisor,"

should be deleted. Tne staff feels that this requirement would be diffi -

cult .for CEI to meet since unforeseen events or sickness could affect the shift supervisor as well as any other member of the operating crew.

(3) Page 13.1-23, Number 23 - The newly assigned GSE of the Nuclear Test Section had previously been in charge of Nuclear Construction. Since the Test Section is responsible for acceptance of systems built under the management of the Nuclear Construction Section, the possibility of.

conflict-of-interest exists. Does CEI view this as a problem?

(4) Page 13.1-23a - This updated list shows that three operations engineers (Valli, Jameson, Pfister) are no longer in the Technical Section. How does this affect the staffing level of 12 operations engineers projected in the Technical Section for operation of Ureit I?

, (5) Page 13.1-107.- Anderson's resume indicates that he has extensive I&C experience, yet he has been assigned as an operations engineer in the Technical Section. His resume also states that he will have supervisory responsibilities of I&C engineers and technicians. Will he be reassigned to 18C group for Unit 2?

._ Mr. Murry R. Edelman l (6) Figure 13.1 The reactor engineers block shown under the Technical Section should include a "C" in the upper-left-hand corner. According to CEI's information, a "C" designates that the position requires a college graduate. Regulatory Guide 1.8 requires reactor engineers to be college graduates.

It is suggested that you respond fortnally to this letter and effect any cor-rections and amendments resulting from the clarification provided in a future FSAR amendment prior to Unit I licensing. If there are any questions or need to discuss the above with the staff before formally responding, please advise the Perry Project Manager, accordingly.
