USE OF ASME CODE CASE N-411 AND REGULATORY GUIDE 1.122 FOR THE BEAVER VALLEY UNIT 2 The staff has completed the review of your request for authorizations to use ASME Code Case N-411 alternate damping values for seismic analysis, and the amplified response spectra (ARSI peak spreading technique of Regulatory Guide 1.122 (RG 1.122) as part of the stress reconciliation program for selected cases of seismic Category I piping, as discussed in the DLC Letter 2 NRC-5-029, dated February 20, 1985.
Currently, DLC uses a technique of broadening the ARS peak resonant period values by plus 25 percent and minus 20 percent with the sides of the envelope vertical. When the ARS peak spreading technique of RG 1.122 is employed the peaks would be spread plus and minus 15 percent of the frequency of the peak and the sides of the resulting envelope would be parallel to those of the peak. The staff finds.this application of RG 1.122 acceptable.
Code Case N-411 " Alternate Damping Values for Seismic Analysis of Piping Section III Division 1 Class 1, 2 and 3 Construction" is a conditionally acceptable Code Case and is approved by the staff for specific plant applications pending revision of Regulatory Guide 1.61. Utilities wishing to use this Code Case shall submit in their request the following information or commitments:
(a) Commit to use the case for piping systems analyzed by response spectrum methods and not those using time-history analysis methods.
(b) Indicate if the case is to be used for new analyses or for reconciliation work and for support optimization.
(c) Due to the increased flexibility of the system commit to check all system predicted maximum displacements for adequate clearance with adjacent structures, component and equipment, and that the mounted equipment can withstand the increased motion.

John J. Carey (d) When the alternate damping criteria of this code case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1,61 criteria and the alternate criteria of this Code Case.
The DLC has not fully complied with the commitments in the request of February 20, 1985. Pending full ccmpliance with the above commitments, the staff finds the DLC request to use Code Case N-411 to be acceptable for use at the Beaver Valley Power Station Unit No. 2 since DLC has stated that necessary changes will be implemented in a future Amendment to the FSAR.
The staff finds this commitment acceptable.
