SUBJECT:

Technical Specification Table 3.3.7.9-1, page-3/4 3-87 DISCUSSION: This technical specification change results from a design l change in progress to add four (4) smoke detectors to area lA12.

i It is proposed to add four-(4) smoke detectors to the subject table as item 16 of section c. of the table. The fire detection zone to be added is Zone 2-21, area 1A12, with a smoke detector at elevations 185 ft. and 208 ft., and two (2) smoke detectors at elevation 245 ft. It is also proposed to require 4/0 Minimum Instruments Operable for this zone.

(Please note that attached technical specification page 3/4 3-87 's also affected by change NPE-85/11, item 3 of this submittal, and has been marked to reflect both changes.)

JUSTIFICATION: GGNS design did not include installation of these smoke detectors. As reported by MP&L in LER 82-060/01 X-3, the Fire l Protection Coordinator identified this area as containing j safety related cables and, as such, requiring fire detection instrumentation. In the LER, MP&L committed to installation of  !

these smoke detectors to bring this area into compliance with the GGNS FSAR and 10 CFR 50, Appendix R. The proposed change will ensure that the smoke detectors are maintained in accordance with appropriate technical specification requirements.

SIGNIFICANT HAZARDS CONDITIONS:

The design change will be performed in accordance with applicable regulatory and industry codes and standards, the GGNS Quality Assurance Program, and applicable requirements of the CGNS FSAR. The supporting technical specification change is an enhancement which is conservative in nature as it adds requirements not presently listed in the technical specifications to ensure appropriate surveillance of these detectors. As such, it is consistent with the safety analysis and the licensing basis and renders this area consistent with the philosophy and intent of the techincal specifications. The proposed change therefore does not involve a significant increase in the probability or consequences of an accident previously evaluated or create the possibility of a new or different kind of accident from any accident previously evaluated, nor does it involve a significant reduction in a margin of safety.

Therefore- the proposed change involves no significant hazards considerations.
