Dear Mr. Feigenbaum:

MBiamonte

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION (TAC NO. M84896)

By letter dated November 3, 1992, North Atlantic Energy Service Corporation submitted a proposed amendment (License Amendment Request 92-04) to the Seabrook Station Technical Specifications that would revise the senior operator license requirement for the Operations Manager.

We have reviewed the information submitted with your application to support the proposed change.

For us to complete our review, the following information is required:

1.

How will the requirements of 10 CFR 50.54(m)(2)(ii) be met at times of transition when the licensed individual in the position of Assistant Operations Manager vacates the position?

2.

The proposed change appears to relax the requirements for the initial appointment to.the position of Operations Manager.

The current Updated Final Safety Analysis Report (UFSAR) states that all station personnel must meet or exceed the requirements of ANSI /ANS 3.1-1978. ANSI /ANS 3.1-1978 states that the Operations Manager shall hold a senior reactor operator license at the time of appointment to the position. Will the requirements specified in the UFSAR for appointment to the position of Operations Manager continue to reflect an endorsement of ANSI /ANS 3.1-19787 Please provide your response no later than March 18, 1993.

The requirements-of this letter affect one respondent and, therefore, are not subject to Office of Management and Budget review under P.L.96-511.

Sincerely,

. Original signed by Albert W. De Agazio, Sr. Project Manager Project Directorate 1-4 Division of Reactor Projects - I/11.
