SUBJECT: INSPECTION NO. 50-320/93-02
This report is in reference to an inspection of a radioactive waste shipment from Three Mile
i
Island Unit 2 conducted by a representative of the Washington Department of Health on
December 21,1992. The shipment was inspected upon receipt at the radioactive disposal
i
site operated by US Ecology, Incorporated near Richland, Washington. Results of the
inspection are summarized in the letter previously sent to you from the State of Washington
Department of Health, dated December 29,1992. The inspection results were reviewed in
the NRC Region I office on January 26,1993.
Based on the results of the inspection and of the NRC review, one of your activities was not
conducted in full compliance with NRC requirements, as set forth in the Notice of Violation,
enclosed herewith as Appendix A. The violation involved the shipment of a container to the

burial facility in Washington which was determined to have free standing liquid inside the
container in excess of the limits specified in NRC regulations. The violation has been
categorized by severity level in accordance with the " General Statement of Policy and
Procedure for NRC Enforcement Actions",10 CFR Part 2, Appendix C (Enforcement
Policy). You are required to respond to this letter. In preparing your response, you should
follow the instructions in Appendix A.
