Dear Mr. Denton:
Pursuant to 10 CFR 50.90, Commonwealth Edison (CECO) proposes an amendment to Appendix A, the Technical Specifications, for Operating Licenses DPR-29 and DPR-30 deleting some unnecessary diesel generator testing. The NRC Staff, in Reference (a), indicated that requirements for testing diesel generators (D/Gs) while ECCS equipment is inoperable results in excessive testing and increased degradation of diesel engines. The Staff, therefore, encouraged licensees to request deletion of such testing requirements from the Technical Specifications. Accordingly, CECO has reviewed the Technical Specifications for Units 1 and 2 and submits these amendments deleting both the initial and subsequent daily testing of the D/Gs whenever the Core Spray subsystem or the LPCI or Containment Cooling modes of RHR are found to be inoperable. Furthermore, considering the guidance provided for in the Generic Letter and the NRC's general concern on excessive testing of D/Gs, Commonwealth Edison also deleted the initial and subsequent testing of an operable D/G when one is found to be inoperable.
The propose-amendments can be found in Attachments 1 and 2 and have been both On-Sit 3 and Off-Site reviewed. We have reviewed these amendment requests and find that no significant hazards consideration exists. Our review is documented in Attachment 3.
Commonwealth Edison will notify the State of Illinois of our request for this amendment and our appraisal on the question of no significant hazards by transmittal of a copy of this letter and its attachments to the designated State Official.
