Note to Dr. Spangler:

As we discussed on Thursday, September 12, the Staff will need a witness in the Monticello proceedings _ from your branch to treat the question of'the effect of conservation of energy as on ~the need for the Monticello plant.

A.similar issue was raised in the Prairie Island proceeding in which the same utility was analyzed with the Monticello plant then operating.
