Inspection Report No. 50-333/85-12

A routine radiological safety inspection was conducted by Mr. R. L. Nimitz of

this office on April 22-26, 1985 of your James A. Fitzpatrick Nuclear Power

Plant. The_ findings of this inspection were discussed with you at the con-

clusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. The inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, measurements made by the

inspector, and observations by the inspector.

Two violations of NRC requirements were identified in the radiological controls

area.

First, personnel were not found to be adhering to radiological controls

program procedures and second, the program for high radiation area access

control was not being fully implemented.

We acknowledge that timely correction action was taken to address the immediate

concerns associated with these problems. We also acknowledge that some of the

instances of failure to adhere to procedures were minor in nature. However, we

are concerned about the adequacy of radiological controls for reactor cavity

work. The number of instances of failure to adhere to radiological procedures

for the cavity work indicate an apparent lack of supervisory oversight of this

work. We are particularly concerned that material was removed from the cavity

and appropriate radiation surveys were not made of the material prior to its

handling by personnel.

Please reply to these matters in accordance with the

enclosed Appendix A, addressing the action taken or planned to improve per-

sonnel adherence to procedures, and supervisory oversight of work. The reply

is not subject to clearance by the Office of Management and Budget under the

Paperwork Reduction Act of 1980, PL 96-511.
