APPLICATION FOR AMENDHENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holdor of 7ecility Operating License No. NPF-69, hereby requests that '

specification 6.0, "Administrativo controls", set forth in Appendix A to that licenso, be amended. The Technical Specifications are

, being proposed for amendment in order tot

1) more officiently utilizo Station Operations Review Committeo (SORC) manpower resourcos; 2) more offectively implement the day-to-day SORC functions; and 3) ensure membership continuity during scheduled Safoty Review and Audit Board (SRAB) meetings.

These changes are generally consistent with NUREG-0123,

" Standard Technical Specifications for Gonoral Electric Boiling Water Reactors" (ST3) and with lator operating BWR plant provisions which have boon found acceptable to the NRC staff.

In addition, the roterences to Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees are being doloted since the requirements .; ave boon incorporated into a subsequent revision of 10CFR55 and all the requirements-of the letter, as clarifiod in NUREG-0737, have been incorporated into the NMP2 Operator and Senior operator license training program.

The proposed changes have been reviewed in accordanco with Section 6.5 of the Technical Specifications and are set forth in Attachment A to this application.

The proposed changes would not authorize any change in the types of offluonts or in the authorized power level of the facility. Included as Attachment B are a description *of the proposed Technical Specification changes, and supporting information and analyses which- demonstrato that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92, s- 003250GG Page 1 of 2 ,
