Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69.
Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned J
license.
Included as Attachment B are a description of-the
-proposed Technical Specification changes and supporting information and analyses which demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92.
Niagara Mohawk is requesting approval of this application by June 1,.1993.
The proposed Technical Specification changes contained herein represent revisions to Section 6.0,
" Administrative Controls".
These revisions incorporate changes in the composition, alternates and quorum. of the Station Operations Review Committee (SORC) resulting in a more efficient utilization of station manpower.and-a more effective application of the station review function._ In.
additioi'- the Safety Review and Audit Board (SRAB) quorum section i
has been revised to require a majority of the actual membership to constitute a quorum.
To reflect the current format of 10 CFR 55, reference to a'no longer existing '_' Appendix A" - is being deleted from Section 6.4,
" Training" specification..
The references to-Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all. licensees are also being deleted from the Unit 2 Technical Specifications since the requirements have been incorporated into a subsequent revision of 10CFR55 and all the requirements of the-letter, as clarified in NUREG-0737, have been incorporated into the NMP2 Operator and Senior Operator license training _ program, ho o
