UNITED STATES ATOMIC ENERGY COMMISSION DOCKET NO. 50-263 NOR1HERN STATES POWER COMPANY NOTICE OF ISSUANCE _OF AMENDMENT TO PROVISIONAL __ OPERATING LICENSE On September 8, 1970, the Atomic Energy Commission (the Commission) issued Provisional Operating License No. DPR-22 to Northern States Power Company (Northern States), authorizing the licensee to possess, use, and operate the Monticello Nuclear Generating Unit No. 1, a single cycle, forced circu'ation, boiling water nuclear reactor (the reactor) on Northern States' site in Wright and Sherburne Counties, Minn.sota. A aotice of issuance of a provisional operating license was published in the Federal Register on September 15, 1970 (35 T.R. 14476).
The reactor is designed to operate at approximately 1670 megawatts thermal, but initial operation was limited to five megawatts thermal and without the reactor head in place to perrait initial fuel loading and testing.
Pursuant to the initial decision dated January 15, 1971, of the Atomi c Sa' u.
and Licensing Board (Board), the Coneaission has issued, effective as of the date of issuance, Amendment No. 1 to Provisional Operating License No. DPR-22. The amendment supersedes the September 8, 1970, licensc in its entirety and authorizes Northern States to operate the reactor at power. levels not to exceed 1670 megawatts thermal with the reactor vessel head in place; however, operatic.

The licensee had previcusly submitted proof of financial protection and satisfaction of the nquirements of 10 CTR Part 140.
The Commission's regulatury staff will further inspect the facility to det ermine whethtr acceptable performance of the feedwater pumps has been demonstrated.
