Pursuant to the Initial Decision of the Atomic Safety and Licensing Board, dated Janaary 15, 1971, the Atomic Energy Cceinaion has for-varded to the Office of the Federal Register for filing and publication a notice relating to Arendment No. I to Provisional Operating License No. DPR-22 which was issued to the Northern States Power Corapany on Septenber 8,1970, for the Monticello Euclear Generating Unit No.1.

Provisionni Operating License No. DPR-22, an previously issued, author-ized Northern States to operate the reactor at power levels up to five acgnvatts thermal and without the reactor head in place to permit initial fuc1 loading and testing.

As stated in the notice, Amendment No. I to Provisional Operating License no. arR-22 supersedes the September 8,1970 license ir. its entirety, and authorizes Northern States Power Company to operate the Monticello Uucicar Generating Unit 16. I at power icvels not in excess of 1670 megavatts (thermal), except that Morthern States shall not operate the facility at power levels in execsc of five (5) megawatts theriaal with the reactor vessel head in place until acceptable performance of the feedvater pumps han been verified in vriting by the Commission.

Copies of the License Amendment and the Notice of Issuance of Amendment to the Provisional Operating Licenne are enclosed for your information.

A copy of the Initial Decision was sant to you on January 16 1971.
