Ziemann,' Chief, Operating Reactors Branch #2, DRL-NORTHERN STATES POWER COMPANY (MONTICELLO) - HIGH READINGS ON ENVIRONMENTAL THERM 0 LUMINESCENT DOSIMETERS The enclosed Inquiry Report and transmittal memorandum from our Region III (Chicago) Office, relating to the detection of exposure levels in excess of background on three of f-site environmental monitoring TLD's at Monticello, are forwarded for information.

Compliance inspectors were at the site on A.:1121 to review this matter and have concluded that the high ;L i,angs have not resulted from facility releases. This conc, on was reached af ter the inspectors had reviewed site meteorology and stack release rates (for the most part 12,000-15,000 uci/sec). for the period in question.

Additionally, film badges ' f rom the same locations as the TLD's which were found to be reading high have been' processed by the licensee and indicate normal background levels ( ' 10 mr/ month).

Direct radiation measurements were also made at the TLD stations by the inspectors on April 21, and normal background levels were found.

The AEC TLD's located around the f acility perimeter fence have been removed for processing at Idaho Operations Office and these-results should be available within 1 week. We plan no further action on this issue unless the information from the processing of the AEC TLD's indicates radiation levels in excess of background levels.
