Dear Hra. Gilbert:
Thank you for writing in regard to the Monticello Nuclear Power Plant owned by Northern States Power Company.
As you may know, this facility was built smder a construction permit issued by the AEC follwing a safety revieu by our technical staff, a i
separate evaluation by the Advisory Consnittee on Rasetor Safeguards, and a public hearing conducted by a three-man Atomic Safety and Licensing Board.
The regulatory staff and the ACPJ have reviewed the company's applica-tion for an operating license and have concluded that the facility can be operated without undue risk to the public. The Atomic Safety and Licensing ILoard issued an initial decision authorizing issuance of the operating license on January 15, 1971. The licenna was issued on January 19, 1971.

I am enclosing a booklet, " Licensing of Power Reactors " which explains our program for protecting the health and safety of the public. Addi-tional information regarding standards for radioactivity releassa to the environment is provided in the enclosed hearings of the Joint Coar mittee on Atomic Energy. The statetnents and testimony of AEC witnesses begins on page 83 of the print.
