REVIEW 0F LICENSE AMENDMENT APPLICATION DATED APRIL 17,1985 AND ITS SUPPLEMENT DATED MAY 1, 1985
Background
By application dated April 17, 1985, Niagara Mohawk Power Corporation on behalf of itself and its co-owners listed above, requested an amendment to its Special Nuclear Material License No. SNM-1895 authorizing the installation of neutron detectors in the reactor vessel and the performance of preoperational tests.
The present license only authorizes the receipt and storage of the detectors.
The detectors we're stored in the construction warehouse located at the site.

The licensee plans to submit an application, in the near future, for receipt of the fuel assemblies.
Discussion A.
Radiation Safety The application specifies that procedures will be available for the receipt, storage, and handling of the special nuclear material and for their instal-lation in the reactor vessel. However, it neither states the procedures will be approved by the Superintendent, Chemistry and Radiation Management nor that a member of the Chemical and Radiation Management staff monitors all operations involving the handling of the detectors. Therefore, it is recommended the requirements be added as Conditions 13 and 14.
Condition 13: Procedures for the handling and installation of the neutron detectors in the reactor vessel shall be approved by the Superintendent, Chemistry-and Radiation Management.

Condition 14: A member of the Chemistry and Radiation Management staff shall be present during all neutron detector handling operations and shall monitor these activities.
The amendment application omitted the present requirement for ma-intaining records of the results of the contamination surveys made.
It is recommended the requirement be incorporated as Condition 15.
Condition 15: The licensee shall maintain records of the contamination survey results.
B.
Nuclear Criticality Safety There is no nuclear criticality safety issue since the entire authorized possession limit cannot be made critical independent of the degree of water mode-tion and/or reflection.
C.
Environm-Effects The neutron detectors are sealed sources and contain less than one (1) gram of U-235. Because of the small quantity, storage and use of the detectors will pose no threat to the environment. Therefore, in accor-dance with 10 CFR 51.22(c)(14)(viii), neither an environmental impact statement nor an environmental assessment is required.
D.
General The amendment application, its supplement, and the proposed license conditions were discussed with Mr. Steven D. Hudson, Resident Inspector, Nine Mile Point Facility on May 6, 1985. He foresaw no safety or environ-mental problem with the requested authorization.
Conclusion Issuance-of the amendment authorizing the installation of the neutron detectors and the performance of their preoperational testing is recommended subject to the following conditions:
Condition 13: Procedures for the handling and installation of the neutron detectors in the reactor vessel shall be approved by the Superintendent, Chemistry and Radiation Manag? ment.
Condition 14: A member of the Chemistry and Radiation Management staff shall be present during all neutron detector handling operations and shall monitor these activities.
