DTATUS OF REMAINING WORK TO RE COMPLETED BEFORE ISSUANCE OF S MWT LICENSE - AS OF ALUUST P2,1970 1.

PREOPERATIONAL TESTING - The test program is being conducted in a satisfactory manner. Althou6h no major tests are outstanding, portions of the cold fune-tional test remain to be completed. In addition, NSP has not signed off on a number of completed tests. Satisfactory completion of the remaining testing and correction of test exceptions could delay the scheduled fuel loading date.

FACILITY PROCEDURES - Several chapters of the Operations Manual, covering general operating procedures and the facility maintenance procedures, have not been completed and approved by NSP. Satisfactory completion of the re-maining vork could delay the scheduled fuel loading date.

3 NONDESTRLOTIVE TESTING OF PRIMARY C00LAlff BOUNDARY COMICNENTS (TABLE A) -

Certain components do not meet the testing requirements and the acceptance criteria stated in the Table A for Monticello. This information, which was similar to the Table A deviations at Dresden 2, was forwarded to DE in C0 memoranda dated May 25 and July 8, 1970. Compliance understands that this matter is considered by DRL to have been resolved satisfactorily.

STANDBY GAS TREA'IMENT SYSTEM FLOW (SOTS)_ - Although the required negative pressure of 0.25 inch of water has been demonstrated with the reactor build-ing isolated, system tests show that the SOTS fans cannot deliver the single fan design flow rate of 4000 cfm. We understand the measured flow rate is 3600-3900 cfm. NSP has been informed by Compliance that the system design flow rate must be demonstrated prior to fuel loading, unless an exception is granted by DE.

5 HOT FUNCTIONAL TEST - The licensee's hot functional test procedure vill be considered acceptable to Compliance provided that the procedure is upgraded in a number of areas. The areas of concern have been reviewed with NSP/GE.

No problems are anticipated.

6.

INSTRlMENTATION INSTALLATION AND CALIBRATION _ - Some work remains to be done in this area. This involves the calibration of certain effluent detectors; installation and checkout of seismic instrumentation; and completion of the test, program of all GE type HFA $1 relays installed in the reactor protec-tion system, the primary containment isolation system, and engineered safety systems. No problems are anticipated.

7.

FIER0ENCY PLAN - A test of the emergency plan remains to be completed. No problems are anticipated.
