SUPPLEMENTAL SAFETY EVALUATION (SSE) OYSTEN CREEK NUCLEAR GENERATING STATION - STATION BLACK 0UT ROLE (TAC NO. M68577)

In the Supplemental Safety Evaluation (dated February 12. 1992) regarding GPU Nuclear Corporation's (GPUN) compliance with the Station Blackout (SB0) Rule, 10 CfR 50.63, the staff stated its positions that the GPUN should establish an administrative procedure to ensure that during normal operation, the control room temperature does not exceed the initial control room temperature used in the heat-up calculation and should include a provision in their station blackout procedures, in accordance with NUMARr, 87-00, to open the control room i cabinet doors within 30 minutes following the onset of an SB0 event. By letter dated October 22, 1992, GPUN provided responses to the above staff's positions. The staff has reviewed GPUN's responses and finds them acceptable, i Enclosed is the staff's eva;uation.

In your letter of October 7,1991, you advised that modifications, associated procedure changes, and su3 porting documentation for Station Blackout are er;ected to be completed )y the end of refueling outage 14R, which is currently scheduled for November 28, 1992. Please advise the staff when all modifications related to Station Blackout have been implemented. Based on.the above, we consider issues related to Station Blackout (TAC No. M68577) to be closed.
