Request for an Arizona Nuclear Power Project Cost Estimate to Install an Additional Circuit in Palo Verde's EOF and Permission to Use Site Property for Contingency Tele-communications This letter is to confirm an April 19, 1985 discussion between Dennis Yows, ANPP, and Arnold Wieder, NRC, Region V on the above subject. NRC, Region V is initiating arrangements for contingency telecommunication use at Palo Verde during a significant emergency.
Thes'c arrangements consist of obtdining ANPP's cost estimate to install additional telephone circuits in the' Emergency Operations Facility, and formalizing permission to use space;on the roofs of Turbine Building No.1 and No. 3 as repeater sites. More;specifically,'the northeast corner of Turbine Building-No. 1 and the northwest corner of Turbine Building No. 3.
The circuits and the two Turbine Building locations are essential elements of our' emergency telecommunications plan'for Palo Verde. The NRC would only install the repeater stations on_the roofs of the Turbine Buildings in the' event of an actual emergency.
We are~ seeking ANPP's estimate for labor and materials to accomplish the folloding tasks:

Establish two, two-wire telephone' circuits between the NRC room in the EOF and a point on the outside of the Annex Building rooftop entry.
2.
Terminate both circuit ends with WE-742 connectors which.NRC, Region V will supply.

Protect.the outside termination in a weatherproof box.
NRC, Region V will issue a purchase order for the work upon receipt of ANPP's estimate.
