on April 28, 1970, NSP read into the proposed hearing records a list of '

22 itema that are not as yet complete, and the estimated date of coapletion of these items.- NSP then requested that they be issued "j

an authorization to load fuel and perform low power testing at power levels up to 5 MWt by May 20, 1970. We have categorized and-judged these items as follows:

This category includes items that NSP agrees to complett and test prior to_ May 20, 1970 and are required for the requested authoriza-tion. We agree that these itema must be completed and tested.

a.

The control rod drive seismic restraint, b.

Reactor water cleanup system.

c.

The liquid radvaste system.

d.

The standby gas treatment system.

The secondary containment building leak rate testing.

e.

2.

This category includes an item which NSP contends is not necessary for the requested authorization. Our judgment is that this item must be completed and tested, The discharge _ canal sample station (this system'is the final s.

line of defense against inadvertent release of liquid radwasta)..

3.

This category includes items that NSP contends may be completed for the fuel load of May 20, but the completion of these items is not required in support of the requested authorisation. We judge _that these itema must be completed from tho' reason that together..they represent a significant construction ' effort with a -large number of Jl 4

f In sunmary, we agree with the applicant that fuel loading and low power testing may be authorised by May 20 with the provision that categories 1, 2, and 3 above are completed and tested prior to May 20, 1970.
