ENCLOSURE NOTICE OF VIOLATION Georgia Power Company Docket Nos.: 50-321 and 50-366 E. I. Hatch Units 1 and 2 License Nos: DPR-57 and NPF-5 The following violations were identified during an inspection conducted on January 21-25, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.1.a requires that written procedures shall be established, implemented and maintained covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Rev. 2, February 1978.

Section 5.6 requires detailed written procedures shall be prepared and followed for all activities involved in implementing the Environmental Technical Specifications.

HNP-0-CCP-7602 " Monitoring Program for Detection of Releases via Unplanned Routes" requires quarterly samples from selected areas.

i HNP-0-CCP-7215 " Gamma Spectroscopy System Ge(Li)" requires that rotation and calibration of standards will be assured by a schedule maintained by the counting room. The current schedule listed all required standard Ge(L1) calibrations.

Contrary to the above, procedures for routine sampling for unmonitored releases and calibration of Ge(Li) detectors were not adhered to in that:

(a) For 1984, samples were collected only for the second quarter.

(b) For 1984, numerous geometries for the Ge(Li) systems had not been calibrated as required by the current laboratory schedule.

This is a Severity Level V violation (Supplement IV).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
