REPORT NO. 50-302/85-03

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed
its periodic evaluation of your Crystal River facility.
This facility was
evaluated for the period July 1,1983, through October 31, 1984. The results of
the evaluation are documented in the enclosed SALP Board Report. This report
will be discussed with you at your offices in St. Petersburg, Florida on
March 12, 1985.
The performance of your Crystal River facility was evaluated in the functional
areas of plant operations, radiological controls, maintenance, surveillance,

emergency preparedness, security, quality programs and administrative controls
affecting quality, and licensing activities.
The lev'el of performance of your Crystal River facility was satisfactory.
Management involvement was evident in facility activities and indicated appro-
priate attention to significant nuclear safety issues.
A strength was noted
by the SALP ~ Board in the area of maintenance. Weaknesses were identified in
, the areas of surveillance and security. A declining trend of performance was
observed in these two areas as well as in quality programs and administrative
controls affecting quality.
The SALP Board also noted that training program
weaknesses were evident for the radio-chemistry and emergency planning programs.
In addition, problems associated with licensed operator training program
documentation were identified subsequent to the end of the assessment period.
These deficiencies will be addressed in the next SALP assessment.
Any comments you have concerning our evaluation of the performance of your
facility should be submitted to this office within 30 days following the date of

our meeting in St. Petersburg, Florida. We specifically request that you advise
us of actions you plan to take in response to each Category 3 rating. Your

comments, a summary of our March 12, 1985 meeting, and my disposition of your

comments will be issued as appendices to the enclosed SALP Board Report.
