'1 hank you for your letter oenoeming the Mmtieello and Pmirie Island molear generating plants.

The water discharge pemit issued by the Minnesota Pollution Centrol Agency to the Northern States Power Cenpany for the Monticello plant establishes more stringent limits on the radioactivity omtent in j

water discharged frm the plant than grevided in the Atomic Energy

Ccrmissicri's regulatims. 1he Northem States Power Ceppany is challencing the authwity of the State to set these more stringent limits in both the Federal ani State courts on the grounds that the Atomic Energy Act pave to the Atorde Fnergy Ccrrtissicri exclusive authority to ngulate the radionotivity discharges fbas nuclear power plants.

Almost all of the molear power remot<rs now in opsetion are either l

boilim water macters e pressurised water remoters. These planta have ocupleted approximately 90 macter years of safe opemtien, during Which the public has not been exposed to radiation in excess of the limits established in 10 CPR Part 20 of the Ccrmissim's Mst14tions.

The M mtieello plant will be powered by a boiling water m aster.. The Prairie Island plant will be powered by two pressurised water m asters.

'the New Jersey Power and Light Coppany's Oyster Creek plant, located in Ocean County, New Jersey, is the only operating plant directly oagam-ble to the Manticello plant. 'Ihe Oyster Creek plant is powered by a 640 Mwe boiling water reactor. The Monticello plant will be powemd by a 545 Mwe boiling water m acte. The oyster Creek plant went into operaticri in May 1969. In addition, there are five other analler boil-ing water reactcre now in operation.
