Gentlemen:

This refers to the inspection conducted by Mr. C. A. Hackney of this office and

other accompanying personnel during the period April 22-26, 1985, of activities

authorized by NRC Operating Licenses OPR-51 and NPF-6, for Arkansas Nuclear

One, Units 1 and 2, and to the discussion of our findings with James M. Levine

and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included the implementation of the

emergency plan and procedures during the annual emergency exercise. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspectors.

These findings are documented in the enclosed inspection report.

The enclosed report identifies three deficiencies in your emergency

preparedness program.

It is requested that you provide this office with a

schedule for correcting these deficiencies within 30 days after receipt of this

letter.

Within the scope of the inspection, no violations or deviations were identified.

The response requested by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.
