The ro-quest concerns items related to the Monticello Environmental Monitoring Program.
We have completed our review of the proposed changes and have designated i
our action as Amendment No. 5, Change No.15 to Appendix A of Provisional Operating License No. DPR-22. This change also reflects the stipulation regarding your terrestrial monitoring program entered into among Northern States Power Company, the Minnesota Pollution Control Agency, and the AEC Regulatory staff, dated October 23, 1974.
The changes which you requested involve making modifications to Table 4.8.1 to reflect the experience gained over the last few years, to eliminate sagles shown to be unnecessary or unproductive and to increase sampling in areas shown to be productive. They include: removal of two columns entitled " Samples Per Year" and " Analysis Per Year," which presently serve no real purpose and were included when the program was developed to determine Lab analysis time; changing the collection site for all lake and river water samples, and air samples; elimination of 90Sr analysis from all samples except precipitation, plankton, algae, insects and milk; and changing the collection frequency of p3sakton, algae, insects, aquatic vegetation, fish, milk and air samples.
The stipulation would amend your proposal in the following respects:
- 1) It would modify your proposal to change the present heading " Agricultural Crops" to " Edible Cultivated Crops" and to add under the subheading "Collec-tion Site" the requirement to semple corn from the cornfield having the poorest atmospheric dispersion (highest 1/Q); and 2) It would add the requirement to sample and gamma spectral analyze the flesh and liver of a small game====1 (squirrel, rabbit, etc.) semiannually. A sample would be taken from a location within a one-mile radius of the plant and a back-
/V ground sample at a distance of between 10 and 20 miles from the site.

The staff has evaluated the potential for environmental impact asso-ciated with the proposed changes as amended by the stipulation. Since the changes essentially consist of modifications to the environmental radiation monitoring program, as stated above, we have determined that there vill be no change in effluent types or amounts, no increase in authorized power level and no environmental impact attributable to the Commission's action. Having made this determination, the Commission has further concluded pursuant to 10 CTR f 51.5(d) that no environmental impact statement, negative declaration, or environmental impact appraisal need be prepared in connection with the proposed action.
The staff finds that the proposed amendment does not involve significant new safety infora tion of a type not considered by any previous Commission safety review of the facility. It does not involve a significant increase in the probability or consequences of an accident, does not involve a 4
significant decrease in a safety margin, and therefore, does not involve a significant hazards consideration. The Comission has t.lso concluded that there is reasonable assurance, based on the data obtained fross the Environ-mental Monitoring Program to date, that the health and safety of the public will not be endangered by the Comission's action.
Accordingly, Amendment No. 5 to Provisional Operating License No. DPR-22 is enclosed revising the Technical Specifications thereto to authorize the requested changes. A copy of a notice which has been forwarded to the Office of the Federal Register for publication relating to this action is enclosed for your information.
