CRYSTAL RIVER NUCLEAR PLANT, UNIT 3 - REVISION 4 TO THE PHYSICAL SECURITY PLAN This is in response to your 10 CFR 50.54(p) submittal of April 9,1985, regarding changes (Revision 4) to the Crystal River Physical Security Plan. By letter dated April 23, 1985, you were notified that the review responsibility for this submittal had been transferred to NRC Headquarters.
The submittal document has been reviewed and we have determined that removing safety-related equipment from the list of items committed to in the Physical Security Plan to be protected as vital decreases the effectiveness of the plan. You are, therefore, instructed to follow your previously approved Physical Security Plan. Should you wish to pursue changing the security plan with respect to the changes set forth in your subniittal, you should resubmit them under the provisions of 10 CFR 50.90.
Please include in your applica-tion a detailed technical justification to support a no significant hazards determination, and to assist in the preparation of a safety evaluation.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
