Request for a PGE Cost Estimate to Install an Additional Circuit in TROJAN's EOF, and Permission to Use Site Property for Contingency Telecommunications.
This letter will confirm recent discussions between Bob Sherman, PGE and Emilio Garcia, NRC Region V about initiating arrangements for contingency telecommunications at the TROJAN Nuclear Power Plant site for NRC Region V use.
These arrangements consist of obtaining PGE's cost estimate to install additional telephone circuits in the Emergency Operations Facility and formalizing permission to use the communications area on the bluff overlooking the plant as well as the Met Tower east of the plant as emergency communications sites. The circuits and both the bluff and Met Tower locations.
are essential elements of our emergency telecommunications plan for TROJAN.
We are seeking PGE's estimate for labor and materials to accomplish the following tasks;

Establish three twin lead control circuits from the communications room adjacent to the EOF to the communications conduit area located outside the south side of the Visitor Information Center.
2.
Terminate both circuit ends with WE-742 connectors which NRC Region V will supply.
3.
Tag or mark those circuits "For NRC Use Only."
4.
Protect the outside terminations in a weatherproof box located above ground for easy access in emergencies.
NRC Region V will issue a purchase order for the work upon receipt of PGE's estimate.

Portland General Electric Company I understand that PGE plans to modify the EOF no later than the end of 1986 and building plans are almost finalized. We do not want to delay the above effort to the end of 1986, particularly since our funding for this project is for the fiscal year ending September 30, 1985. Ilowever, in finalizing your EOF modifications, and in considering the initial installation, you should be sensitive to the need for switching our communications from our present EOF location to the new location in the modified EOF when the latter becomes available.
Formal permission to use site property for contingency telecommunications entails reserving space on top of both the 140 ft, microwave tower on the bluff overlooking the site, and on top of the 500 f t. Met Tower near the south end of the plant for the placement of a repeater station at the time one might be needed. The repeaters are self contained units and would be secured to the tower with heavy duty glass tape. Thus, there will be no potential damage to the towers f rom bolts or brackets.
