e ENCLOSURE 1 RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT 85-10 l

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina Electric and Cas Company (SCE&C) is in l

agreement with the alleged violation.

REASON FOR THE VIOLATION l

The f ailu re to id en t i f y the individuals, referred to as data l

recorders, inv o lv ed in obtaining f ie ld test data is a t t r ib u t ed to an interpretation error.

Prior to id en t i f ica t ion of the violation, the Licensee had c on s id e red the test performer (individual r e s p on s ib l e for the t e s t) signoff on the surveillance test task sheet as meeting the intent of 10CFR59, Appendix B, Criterion XV 1 1.

CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED l

No immediate c o r rec t iv e action was taken by SCE&G.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION l

Station Ad min i s t r a t iv e Procedure 134

" Control of Station Surveillance Test Activities," is being revised to require the l

identification of all " data recorders" versus the procedure step performed in each test package.

This revision will be completed prior to June 1, 1985, and will insure future i

compliance with 10CFu50, Appendix B,

Criterion XVII.

V.

DATE OF FULL COMPLIANCE SCE&G will be in full compliance on June 1,

1985.
