Dear hir. Ilutterfield:

I am respcnding to your letter to hir. IIugene Kelly dated January 6,1993, in which you requested that the NRC attend the January 21, 1993 Plymouth Nuclear hiatters Committee meeting to discuss the status of issues related to reactor vessel water level instrumentation at Pilgrim. I appreciate your invitation and yoar continued interest in this issue. The NRC has received similar requests from other elected officials, and we are sensitive to the widespread public interest that currently exists. We are also sensitive to maintaining our independent role, and as stated last August, cannot be perceived to coordinate our views with those whom we regulate.

Therefore, while we continue to be satisfied with the lloston !!dison Company response to this issue, the NRC will conduct a second public information meeting on February 3,1993, beginning at 7:00 pm in the Sheraton Plymouth llotel, Plymouth, hiassachusetts. We believe the initial meeting on this issue on August 29,1992, was conducted in a forum that encouraged open information exchange and was viewed as constructive, liowever, in an effort to be responsive to comments received from local officials following the August meeting, we intend to refine the format of the upcoming meeting. Speci0cally, after a brief NRC presentation that statuses this issue, we will initially take questions posed by elected and appointed officials.

Following that, we will open the meeting to questions from the attending public. In the interest of providing all attendees an opportunity to ask questions, we will ask that those who plan to pose questions to the staff place their names on a roster maintained by a designated meeting assistant. The order of questions will be taken from this roster, and we plan to limit oral questioning to a reasonable time period. As always, questions may be presented in written form and the staff response would subsequently become a matter of public record.
