Dear Mr. Kelly:

I am sending this letter as a backup to our phone conversations regarding the Plymouth Nuclear Matters Committee's planned meeting as a follow-up to your August 29, 1992, meeting here in Plymouth.

Our meeting will be held January 21, 1993, at the' Plymouth town Hall located at 11 Lincoln Street, Plymouth.

As you know, we have also invited Boston Edison and the Dolling Water Reactor Owners Group. We have a commitment from you and f rom Doston Edison but, as of this date, nothing firm from the Boiling Water Reactor Owners Group.

Enclosed with this letter is a list of the ground rules we discussed. Please review them and contact me with any additions or corrections you might have so I can pass them on to the other participants.

The Board of Selectmen and the members of the -Nuclear Matters Committee look forward to this update and your participation..

" Condensate Pot" water level measuring problem at Pilgrim Station.

All questions must be asked through the meeting chairperson.

Whereas there is an on-going process between the U.S. Nuclear Regulatory Commission and its licensee, Boston Edison, no questions will be allowed that circumvent this process. Example: If Boston Edison proposes a fix to the water level measuring problem, no question can be asked of the NRC as to the acceptability of this fix.

No other topics are to be discussed at this meeting.

MEETING FORMAT 7:30 p.m. Meeting will be opened by the Board of Selectmen.

Selectmen will then turn the meeting over to the Nuclear Matters Committee.

Nuclear Matters Committee will present a brief presentation on the problem.

After Nuclear Matters Committee's presentation, participants will be asked to update their part of the process.
