SUBJECT: . REPORT NOS. 50-280/84-31, 50-281/84-31, 50-338/84-39, AND 50-339/84-39

On November 5-28, 1984, NRC conducted a special Regional training assessment

team inspection of activities authorized by NRC Operating License Nos. OPR-32,

DPR-37, NPF-4, and NPF-7 for your Surry and North Anna facilities. At the

conclusion of the inspection, the findings were discussed with those members of

your staff identified in the enclosed inspection report.

Areas examined during this assessment are identified in the report. Within these

. areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection revealed no violations of NRC requ'irements. However, certain

activities having safety significance appeared to deviate from a commitment .to

the . NRC. .The deviations and elements to be included in your response are

presented in the enclosed Notice of Deviation.

Although certain-weaknesses- in some areas of training are evident, .the results

of this assessment indicate that .a substantial amount of effective training is

being accomplished. Management commitment to developing an exemplary training

.

program is evident and we feel that.once completed, your plans for additional

!'

enhancements to the training area.should result in a commendable program.

In -accordance with 10 CFR 2.790(a), a copy of this letter, its enclosures, and

< your reply will be placed in NRC's Public Document Room upon completion of our

evaluation of the reply. If you wish to withhold information contained therein,

i please notify this office by telephone and include a written application to

withhold information in your response. Such application must be consistent with

the requirements of 2.790(b)(1).

clearance - procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
