EVALUATION OF THE FLUX REDUCTION USING LOW LEAXAGE FUEL MANAGEMENT SCHEMES TO COMPLY WITH PTS REQUIREMENTS Re: Oconee Nuclear Station. Unit 2 We had identified several plants in need of flux reduction (or other remedial action) so they may operate for 32 Effective Full Power Years (EFPY) or to the end of their present license. Oconee Unit 2 was estimated to need a flux reduction factor of 2.4 (peak azimuthal location) to operate for 32 EFPYs without violating the NRC screening criteria. The current license for Oconee Unit 2 expires in 2007. However, based on the present evaluation, the estimated time of reaching the NRC screening criteria is beyond the year 2007. i.e., beyond the expiration date of its current license.

We reviewed your flux reduction program and also requested an independent audit calculation by our consultant, Brookhaven National Laboratory (BNL).

As noted in the enclosed Safety Evaluation (SE), we concluded that Oconee Unit 2 can operate for nearly 32 EFPYs before reaching the pressurized themal shock screening criteria. We are forwarding our SE for your information and if you desire for your coment.
