Dear Mr. Rodriguez:
SUBJECT:
AMENDMENT NO. 70 TO FACILITY OPERATING LICENSE NO. DPR-54 The Commission has issued the enclosed Amendment No. 70 to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment consists of changes to the Technical Specifications (TSs) in response to your February 14, 1985, application, as revised May 6, 1985.
The amendment involves changes to the TSs to incorporate design changes to the Control Room / Technical Support Center (TSC) Emergency Filtering System and Air Supply System.
This amendment is being issued prior to the expiration of the notice period to preclude an unnecessary delay in plant startup from the current outage.
When you shut down on March 15, 1985, you indicated that you had expected a 90-day outage. However, by letter dated May 29, 1985, you stated that the out-age schedule progressed ahead of the planned duration. Therefore, you now expect to commence operation about one week earlier than your originally planned date.
A copy of the Safety Evaluation is also enclosed. Notice of Issuance and Final Determination of No Significant Hazards Consideration and Opportunity for Hearing will be included in the Comission's next biweekly Federal Register.
Sincerely,
0FMW. SMED Uh" Sydney Miner, Project Manager Operating Reactors Branch #4 Division of Licensing
