Dear Mr. Spangenberg:

Thank you for your May 22, 1985 invitation for Mr. Monte Phillips or any other member of the Emergency Preparedness Section to attend the June 5,1985, meeting to finalize onsite objectives and the Scenario Narrative Sumary for your exercise. However, as previously stated to your staff during the week of May 5,1985, the NRC Region III Office will be fully participating in the Callaway exercise on that date. Due to the role of the energency preparedness staff to both observe and participate in exercises, no one will be available on June 5, 1985.

We are disappointed that even though your staff was informed that we would be unable to support a June 5 date, this date has remained unchanged. We will evaluate the scope of your objectives and scenario narrative sumary upon submission to this office and notify you of any changes required of them as soon as possible.

Enclosed is a copy of our December 14, 1984, letter sent to all licensees regarding submittal of exercise related infonnation to the NRC. Also enclosed is FEMA Guidance Memorandum 17 which also addresses submittal, review, and approval of exercise related material. Your exercise related information should be submitted to this office as described in the attached letter.
