REVISIONS 4 AND 5 TO INSERVICE INSPECTION PROGRAM AND REQUESTS FOR REllEF, V0GTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 3 (TAC N05. M82620 AND M82621)

By letter dated October 2, 1991, Georgia Power Company (GPC) submitted Revision 5 to the First Ten-Year Interval Inservice Inspection (ISI) Program Plan for Vrgtle Unit I and Revision 4 to the corresponding ISI Program Plan for Vogtle Unit 2. The letter included requests for relief that were modified to reflect editorial changes, actual plant conditions or, in the case of Vogtle Unit 1, changes to make the Unit 1 Program Plan agree with the Unit 2 Program Plan. You requested our approval in accordance with 10 CFR 50.55a(g)(6)(i).

The NRC staff has reviewed these revisions and requests with the technical assistance of our contractor, the Idaho National Engineering Laboratory. We find the Program Plans, as revised, continue to be acceptable. The NRC staff's Safety Evaluation for Unit 1 is contained in Enclosure 1. The corresponding Safety Evaluation for Unit 2 is contained in Enclosure 2.

Based on our evaluation of most of your relief requests, we have determined that imposing the applicable provisions of Section XI of the ASME Code would be impractical. The requested relief, as modified, is authorized by law and will not endanger the common defense and security and is otherrwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. Therefore, these relief requests are granted pursuant to 10 CFR 50.55a(g)(6)(1). For one relief request, RR-31, you have proposed alternative examinations and we have determined that the proposed alternatives would provide an acceptable level of quality and safety. Therefore, RR-31 is authorized pursuant to 10 CFR 50.55a(a)(3)(1).
